Hispanic Emphasis ProgramThe Hispanic Emphasis Program (HEP) is a special emphasis program that serves as an integral part of the total equal employment opportunity (EEO) program. It's purpose is to provide focus on issues such as employment, promotion, training, and career enhancement affecting Hispanic employees and applicants in NRCS, as well as equal opportunity in all NRCS sponsored programs and activities. The Hispanic Emphasis Program was established initially by a Presidential Directive in 1970 as a Sixteen-Point Program for Spanish-speaking American. It was designed to assure consideration of the needs and problems of persons of Hispanic origin in all aspects of Federal personnel management. Hispanics are persons of Mexican, Puerto Rican, Cuban, Central or South American, or other Spanish culture or origin regardless of race. Goals of the Hispanic Emphasis Program in Mississippi
